C:\Documents and Settings\username\Local Settings\Temp - files??

I have amost 400MB of files and folders in my C:\Documents and
Settings\username\Local Settings\Temp folder.
Do I need keep any of these files and folders?

I re-installed XP Pro on a brand new system, transferring almost all of the
programs/info from the old one. For a few days, all was well. The 'auto
update' that I'd set installed SP4, and, WHAM!, massive changes.
The photos that had been jpeg have been reclassified as .PVM. Reinstalling

Succesfully imported personal certificate vanishes

Setup:
Windows Xp Sp3
Internet explorer 8
Certificate for user authentication
A self-signed certficate with p12 extension is imported in the personal
folder using IE8. A messagebox says that the certificate was imported
correctly.
Closing the browser the certificate disappears.

Pretty sure this can be fixed in the registry but I can not figure it out.
